Kefilwe Rose Moalosi-Daniel is a distinguished customs and trade facilitation specialist with over 13 years of exemplary service at the Botswana Unified Revenue Service (BURS). Since joining BURS in 2011, she has developed extensive expertise in customs operations, cross-border trade management, and regional economic integration. She began her career at the strategic Ramokgwebana Border Post, Botswana’s primary commercial gateway with Zimbabwe, where her exceptional performance earned her a promotion to Senior Customs Officer and a leadership role at Sir Seretse Khama International Airport as shift leader. Currently, Kefilwe holds the position of Principal Customs Officer within BURS’s Investigation, Compliance, and Enforcement (ICE) Division, serving in the Post Clearance Audit (PCA) and Authorized Economic Operator (AEO) unit. In this capacity, she leads multidisciplinary audit teams responsible for accrediting supply chain operators into Botswana’s VIP cross-border AEO program—a critical initiative enhancing trade facilitation and supply chain security. Under her stewardship, Botswana successfully achieved its 2024/25 fiscal year target for accredited companies. Kefilwe has played a pivotal role in shaping regional customs policy by contributing substantively to the development of SACU-wide customs documentation and frameworks.

Her remit extends beyond national borders through active collaboration with partner government agencies and regional revenue authorities. She spearheads capacity-building initiatives aimed at strengthening both private sector compliance and customs officials’ proficiency in AEO implementation across the Southern African Customs Union (SACU) and the Southern African Development Community (SADC). As a recognized World Customs Organization (WCO) certified trainer, she delivers advanced modules on Post Clearance Audit, Authorized Economic Operator validation, negotiation skills, and conflict management through the Middle Management Development Program. Beyond her operational and training roles, Kefilwe is an accomplished academic and curriculum developer. She serves as a visiting lecturer at BA ISAGO University, imparting knowledge in fiscal studies including economics of taxation, cross-border trade, international supply chain security, and customs policy modernization. She designs and facilitates Continuing Professional Development (CPD) programs focusing on customs management, employment law, strategic management, and corporate governance. Additionally, she lectures at the Botswana Institute of Chartered Accountants (BICA) on topics encompassing public-private partnerships and cross-border taxation. Her expertise is also sought for specialized online training for the Diploma in Customs and Excise Management at the Africa Centre for Customs, Excise, and Trade Studies, where she addresses critical themes such as occupational health and safety for customs warehouses and gender dimensions in international trade under AfCFTA.
Her foundational experience is further enriched by a two-year internship with the Department of Labour and Social Security, which enhanced her knowledge of labor law and social policy frameworks.
